“State police spokesman Lt. J. Paul Vance said the memos reflect a troop commanders’ attempt to motivate his personnel and similar efforts happen across the state. But he said quotas are not imposed on troopers and officers have discretion. State police union president Andrew Matthews says troopers do not need to be told to issue a certain number of tickets to do their jobs.”
